They only really enforced the rule if someone complained. During that time, there was only one company allowed by Ebay to sell downloadable digital products on Ebay. And then they opened it up for a couple of years. Now, I guess it's back to that. When I was selling digital products on Ebay before, it wasn’t really allowed but I did it anyway.
